[TYPO3-core] cookie-warning (was: RFC: More stylesheet fixes)

Hi Rupert,

thanks for having a look at it. I was unsure whether the problem is serious or 
not, even though it was not working in 3.8.x as well.

Ouch. Sorry, must have been blind that I didn't notice this before. I've added 
debug calls just two lines below of that... ;-)
