[TYPO3-core] cookie-warning (was: RFC: More stylesheet fixes)

Hi Michael,

I tested the cookie message and found out that the last TYPO3 version which 
shows the message you cited below is 3.7.1
in 3.8.0/1 and 4.0beta2 the message which appeares when logging in to the BE 
without cookies is the same one which comes up when the BE login is cancelled 
due to a timeout:
"Login-error or session timed-out
No user logged in! Sorry, I can't proceed then!...."  

since 4.0beta3 there is no message anymore.
