I just upgrade a website from 3.8.1 to 4.0rc1 which contains your patch. After 
the upgrade all internal links are rendered like this (I use realurl):

  <a href="http://myserver.com/link.html" target="{$PAGE_TARGET}">bla</a>

As you see, the constant is not evaluated. Could that be a side effect of your 
patch?
