[TYPO3-core] Quickstart extension in TYPO3 4.0

Hi again,

here is another open job and it seems like Karsten cannot do it.

Install missing extensions required by T3D dump

TYPO3 4.0 will no longer ship Quickstart and Testsite packages, so there
needs to be a T3D file for each of them.

The ECT group has promised to take care of creating these files, but there
is one remaining problem that needs to be solved:

Quickstart contains records that require the "mininews" extension to be
installed. So in case someone imports a site and doesn't have that
extension, it must automatically get it from the EM.

Can someone please take care of that? Otherwise I fear that Quickstart will
not work in TYPO3 4.0!
