[TYPO3-core] RFC: Bugfix #2767: wrong wraps for sitemap/menu elements in accessibility mode

Hi guys,

this is a CVS patch request.

Branch: TYPO3-4_0

Type:Bugfix (css_styled_content)

Description:

    * The new listbased menu/sitemap elements are not wrapped correctly:
      at some places there are still the <p>|</p> wraps from the "old"
      mode (see css_styled_content/static/setup.txt from line 1129 onwards).

The following is done now:

    *   Add <li>-Tags with wrapItemAndSub for each ul-based menu/sitemap
    * remove allWrap for each ul-based menu/sitemap


The attached patch fixes the issues.
