[TYPO3-core] TYPO3_4-0-0rc1 tagged in CVS

After a very long phase of development, TYPO3 4.0rc1 is ready for testing.

I have tagged CVS accordingly, you can alreday continue committing patches 
just as usual.

Archives are currently being uploaded and will be announced tomorrow morning.
