[TYPO3-core] Please check: 4.0rc1

I'm sorry to say but after 70 mails in 14 hours I would expected that
everything is ready for RC1 :-(

You have 1.5 hours left until I will start to package.

Additionally I would be happy if someone (Ingmar?) can prepare the
announcement after I've posted the download information here.
