[TYPO3-core] Charset-issue?

OK, sry for causing trouble, my local-settings seem not to work as they
should. :-<

My vi told me they are encoded in utf-8. ;(
(:set -> fileencoding=utf-8)

It changes however as soon I change my LC_ALL and LANG settings.
<questioning myself>Now why does my locale influence the encoding
reported by vi?</questioning myself>

In one of my future lifes I'll understand how locales and encoding works!
