Latvia (which is close) :) Yes, we have daylight saving but next month.

What makes it wrong is Windows/Linux dual booting. If I boot to Windows
after Linux, it changes hardware clock to one hour less than normal. I
do not have any idea how to fix it :(

Not sure what do you mean by timezone fix. I started using Linux a month
ago, probably "timezone fix" is related to Linux?
