some page TSConfig properties are already overridden from User TSConfig:

mod
tx_[extension key with no underscore]

So 2 solutions:

1. Add the 'RTE', 'TCEMAIN', 'TCEFORM' and 'TSFE' also to User TSConfig
as root
2. root-level property "page"
