[TYPO3-core] RFC: DBAL changes to what branches?

No problem. If it's not too large please post the diff.

Don't forget to provide a list of fixed bugs/issues in ChangeLog. You know, 
  I'm struggling right now with the beast. Me and the public want to know 
how it has been tamed ;-)
