[TYPO3-core] RFC: fix bug #2023

This is a CVS patch request.

Branch: HEAD/TYPO3_4-0

Problem: remove all RTE configuration code from CSS Styled Content as it
should rather be kept in EXT:rtehtmlarea or whatever rte-extensions

Solution: remove rte-config from $TCA of sysext:cms. *BUT* this can lead
to a change in behaviour of transformations and *might* affect the holy
backwards-compatibility in rare cases. IMHO it still needs to be applied .
