[TYPO3-core] Reminder: bug #708

Hi Wolfgang.

I don't think I can accept the patch as the default behaviour.

it is a feature that if people select "es" (L=1) and go to a non- 
translated page that the L-var value is kept so they don't loose  
their language setting. Its a "-1" .
