This is of course the choice of us :) Both is correct.

I would prefer <label> as it is used also for many of the other labels.
(TCA items in <TCEForms>)

Except the Flexform Sheet titles are also in a tag called <sheetTitle>.

Hmm ... some of you have preferences ?
