[TYPO3-core] RFC: Change admin panel to use get instead of post

Hi.

Problem: When reloading a page after changing an admin panel setting, the 
browser warns about submitting a post page the second time...

Solution: Change POST to GET.

The attached patch does this, plus fixes HTML/CSS a little bit.
