[TYPO3-core] New Extension Manager in CVS

I don't know why, but for whatever reason the EM doesn't let me see the
"available extensions to install". When I select "Install extensions"
from the selector box, the heading changes to "Available Extensions -
Grouped by: Category" but it still lists only the loaded extensions.
