[TYPO3-core] New Extension Manager in CVS

Hi folks.

I just put the new EM into CVS, as the SOAP problems are now fixed (thanks 
Robert).

Please test this - don't forget to adjust the em_wsdlURL:
 $TYPO3_CONF_VARS['EXT']['em_wsdlURL'] = 
'http://www1-php5.t3o.punkt.de/wsdl/tx_ter_wsdl.php';

There is at least one known bug to be believed in the code: Dependencies are 
not checked at all during installation.

Depending on your feedback I'll try to fix as much outstanding issues as 
possible tomorrow... so we can hopefully have beta3 on wednesday.
