[TYPO3-core] RFC: hide workspace selector (#3254, #3872, #4345)

Hi!

This is SVN patch request.

Branch: trunk

Problem: workspace selector is visible even if access to workspace 
module is disabled or if user has access only to one workspace (selector 
is useless in this case).

Bug refs: see subject line

Solution: check appropriate conditions and do not display selector.

Note: according to discussion with Kasper/Michael workspace patches will 
be committed automatically if no one *objects* for several days.
