[TYPO3-core] RFC: config.softExclude

Hi there,

hope everyone had some nice and relaxing days.

In his 4. christmas podcast Kasper patched the core and added his patch as a 
feature request to the bugtracker [1].

If there are no objections I would add the requested feature to trunk.
