[TYPO3-core] [TYPO3-dev] Announce: TYPO3 4.0.3

Dear TYPO3 users,

we are happy to announce that TYPO3 version 4.0.3 is ready for download.
Remember that this is a maintenance release. No database updates are needed!

TYPO3 4.0.3 contains a lot of bugfixes, but it also fixes three tiny
security issues. Find details enclosed to the release notes document [1].

Upgrades from TYPO3 4.0 are recommended and there is nothing that will break
a working 4.0 installation.
