[TYPO3-core] RFC: Release workflow documentation

Hi Stucki,

as I wrote in my private mail to you, I think what's written in the
document represents perfectly what was said/decided in the core team
meeting during T3DD.

I'm looking forward to the 4.0.2-release poll later this month!
