[TYPO3-core] RFC: Release workflow documentation

Hi folks,

as promised at T3DD, here is a draft of a release workflow documentation. I'm 
open for comments and corrections, please send them to me directly.

If there is something that needs requires discussion, please use this mailing 
list directly and add the string "[DISCUSSION]" to the mail subject (so other 
people can filter them.
