[TYPO3-core] RFC: Add new hook "linkData-PreProc"

This is a SVN patch request.

Problem:
There is no possibility to modify the parameters of a link parameters before 
it gets created in t3lib_tsTemplate::linkData().

Solution:
Add a PreProc hook, just copied the PostProc hook from some lines down.
