[TYPO3-core] FYI: Minor security fix committed to CVS

This is just for your information.

Notice that this is a very very minor security issue since only admins can 
make use of it. Therefore we will not provide any 3.8 upgrades, and after all 
we're still happy that this seems to be the only security related change in 
TYPO3 4.0... :-)
