[TYPO3-core] RFC: Fix bug #3151: Rename im_jpg_quality to jpg_quality

Sorry but...

I committed this too. Pretty sure it is a bug since im_jpg_quality is not
defined anymore, so the value of the "-quality" parameter would be zero
then...
