[TYPO3-core] RFC: Fix bug #3151: Rename im_jpg_quality to jpg_quality

This is a CVS patch request.

Problem:
When using ImageMagick V.5 with im_v5effects=1, rc3 produce pics with 
jpeg-quality 0.

The reason for this is that "im_jpg_quality" has been renamed to "jpg_quality" 
except in one place (this is here).

Solution:
Rename the last occurence so "jpg_quality" applies everywhere (again).
Additionally, I will mark this with three !!! in the ChangeLog although the 
"real" change was made longer ago (I think this was Bernhard).
