[TYPO3-core] RFC: prefix local anchors with a string to reach XHTML compliance (bug #1243)

Description:

local anchors need to be prefixed with a string to reach XHTML
compliance 

Solution:
- prefix all local anchors with a string

Branches: (HEAD / TYPO3_3-8 / TYPO3_3-7)
=> HEAD

The attached patches fix (1) the typolink function and
css_styled_content and (2) the default TS.
