[TYPO3-core] RFC: Shortcut Field type change

Hallo,

This is a CVS patch request.

Type: Feature

Description:
Currently the "Shortcut to page:" Field which is visible in a page header when the page-type is set
to shortcut is of type "DB-Relation" (to table pages). This patch changes it to be of type "Link" which
allows pages to be links to E-Mails/Files and External URLs and of course simple pages and content elments
of them (using anchors). This would make the page type "External URL" unnecessary and it could be removed in
future versions (with notices that this type is deprecated in prior versions).

This feature was requested by a german company and they paid for either a updated version of kb_bettershortcut
(which already implements this feature partly (Just links to content elments) and is listed as ext. which should
get included into the core: http://wiki.typo3.org/index.php/Extensions_for_the_core ) or a core patch.

This patch is completyl downwards compatible. I tried to upgrade from a default 3.8.0 to the patched version several
times with differnt settings and it worked as expected (But it is not compatible with links to content elments generated
by kb_bettershortcut - but that's why it was just an extension)
