[TYPO3-core] RFC: Visual enhancement to tab menu items in BE (via CSS)

Hi.

Type: trivial

Description:
This makes the items in a dyntabmenu in the BE
 * all the same height
 * all have padding, even when inactive

I think this makes it nicer. For comparison I attached two screenshots.
