[TYPO3-core] RFC: version numbers

Hi @all,

some people noticed that the version number of rtehtmlarea shipped with
beta1 is 0.7.*, but it is 1.* in TER. The version of rtehtmlarea in the
beta1 is newer, that can be said definitely - but most users don't get
this... However, how to proceed? I think this is a general issue and if
this is not solved it is very un-intuitive to the user.

I'd suggest either:
 - removing this extension from TER (-1)
 - adding a field in TER2 to set the typo3 versions supported, and do a
filtering based on that in the EM - Robert, Karsten, what do you think?
 - just incrementing the version number in the core to _at least_ the
one in TER.

I would suggest a combination of 2 and 3.
