[TYPO3-team-core-v5] CLI changes

Hi all,

I have planned to get in some improvements to the CLI handling 
(especially a more readable help and the help for single commands).
As usual this clashed with the plans of my clients and I couldn't finish 
my work..

As I'm gone for 2 weeks from tomorrow I have pushed my work to gerrit

This still needs fine tuning and unit tests, but maybe you want to take 
over some parts.
