a) because for a long time everyone thought the GPL is enough
b) you probably never looked for it, because you didn't know you should look :)
Google http://www.google.de/search?rls=en&q=cla+open+source spits out a lot of (well-known) projects which require signing of a CLA, among them the Apache Foundation, Fedora, Zend Framework, OpenCMS, and others. Most of these also do a good job on explaining the various reasons for such agreements.
At the end of the day it comes down to this: if you don't like it, don't sign it. But please make an informed decision.
