Well, the switch could be used by everyone as well.

Remember, calling for a certain context doesn't change things if there 
is no configuration for that context. So "ultimate" security can be 
achieved by removing the production configuration.

All in all everyone seems to think that it is ok to require some manual 
action to enable another/different contexts. Right?
