[TYPO3-team-core-v5] First F3PR patch committed

Hi Robert,

thanks for the commit (finally!) and the integration.

I think I can get my hands on the code this week(-end). The activation
/ versioning part certainly needs some more discussion. Maybe we
should define the next sprint for the priorities of issues.
