[TYPO3-team-core-v5] Updated PDT templates for LGPL, license boilerplates

Hi.

First of all, at 
http://forge.typo3.org/wiki/flow3-overview/Licensing_boilerplates_to_use_with_your_code 
is some boilerplate text for file headers and @license annotations, both 
GPL and LGPL. Some more instructions are at that wiki page.


Second, I updated the PDT templates as suggested by Sebastian, they are 
linked at http://forge.typo3.org/wiki/flow3-overview.

Just beware: those are now tailored for development in the FLOW3 package 
itself, if you use them for other packages make sure you change the 
"This script belongs to the" line and adjust the licensing info 
accordingly in the header comment and the @license annotation!
