[TYPO3-team-core-v5] CLI Request Handler Test fails / Security Context Holder for CLI

Hi Andi,

after my last commit one of the FLOW3 tests fails (although I don't  
think it has anything to do with my commit).

What happened is that during the CLI Request Handler tests a  
SessionNoInitialized exception is thrown. As far as I can see, the  
dispatcher gets a SecurityContextHolderSession injected, although that  
doesn't make sense in CLI mode of course.

I guess we need another Context Holder for CLI at least and then find  
a way to inject the one or the other depending on the type of the  
current request.

Can you have a look at this issue?
