[TYPO3-bugs] Bug #5421: Extension Constrains Not Tracked During Install

Bug #5421 is an Extension Manager issue where constraints (extension 
dependencies and suggestions along with TYPO3 version requirements) are 
not tracked properly when one category of constraints has been resolved 
and another has not.

If someone could review and commit the patch, I would appreciate it.
