[TYPO3-bugs] no checkbox "Has patch"

I provided a patch later than the initial comment, but I was
unable to mark the mentioned checkbox.

Neither could I redirect the bug to another better suiting category. I
think, this should be allowed to the reporters. Perhaps you can make it
possible.
