[Typo3-bugs] Advice: Using the Mantis-generated ChangeLog

Hi.
A few times people have asked for a ChangeLog, and meantioned that the
ChangeLog the developers maintain isn't too readable.
Now we have this bug tracker, and it can generate a ChangeLog from fixed bugs
on it's own. But, this does only work if we follow some rules:
- The issue must have "Fixed" as resolution
- The issue must have "fixed in release xyz" set
- The issue must have no duplicates
- The issue must have a status that is greater than
$g_bug_resolved_status_threshold.
- The issue must be visible to the logged in user or to the anonymous user if
no user is logged in.
So, we should all make sure to set fixed bugs to fixed, and set the "fixed in
release". Then those bugs appear in the ChangeLog. The other things mentioned
above seem to be useful for fine-tuning, but the first two are essential!
Too bad we didn't know/do this from the beginning, but alas, that's life.
