[Typo3-bugs] Close vs. Resolved

I do close bugs very often. The simple rule is: If there is no problem, 
there is no solution. So dupes, nobugs, wontfixes are not resolved but 
closed.

There are some other procedural questions I'd like to discuss here. I 
will post some suggestions for guidelines tomorrow. Too tired now.
