this is only for meantime. The tree is still in development and first 
step is to make it feature complete. Once done we will see how to 
integrate with all modules. That means that in future you may only say 
in configuration "I need a navigation tree" and you'll get the 
navigation tree. O r you say "i need pagetree" and you'll get it. There 
is also the possibility that you want to use the navigation panel for 
other data.

The reason now is at first place to differentiate between iframe and 
widget panel.
