An f:if with an empty array, QueryResult or ObjectStorage as "condition" argument value always returns FALSE. If it does not, then I would suspect that a template variable has been overwritten or otherwise set to have an unexpected value.

Perhaps debug the template variable where the unexpected behavior occurs - <f:debug>{object}</f:debug>.
