[TYPO3-mvc] Backendmodules are always shown - patch proposal included

Hi,

it seems that BE modules are always shown with extbase as there is no
access restriction.

I have digged into the sources and attached a first draft how a access
restriction could look like.

What is still missing:
- Access settings in ext_tables.php: like user,group,admin
- An additional check inside typo3/mod.php

What is done:
- Show modules in usergroup settings
- Hide modules in module navigation if not selected

Please forget all what I wrote if there is already a working solution.
Otherwise this is IMO horrible if there is no solution yet!
