For now I'd use settings like:
{user.phoneNumber -> x:myViewHelper(format: settings.phoneNumberFormat)}

Thats not a perfect solution of course, but it allows you to specify 
values via TS and thus globally and dependent on current language, page etc.

We're planning to integrate a more general solution anyways: 
http://forge.typo3.org/issues/1907 but that might still take a while as 
the concept is pretty rough yet ;)
