[TYPO3-shop] Tax problem

I'm trying to build a small shop using tt_product but am having 
difficulty with the taxes. This is my first time using this extension. I 
want to do the following things.

I need to have taxes added or not added based on 3 conditions;
1. If you are located in my country you pay federal tax
2. If you are located in my state you pay state and federal tax
3. If you are outside my country no tax

I want to add taxes only at checkout and displayed like this
Sub Total
Tax1
Tax2
Total

Has any one else done anything similar to this? If so, can you please 
help me?
