[Typo3-shop] TT_shop issues discussion: handle tax rates

Hi,

we thought about handling tax rates like this.

Different rates (1-3) (in german we have a full and a half tax rate)
give every country different values for this rates (if 2 isn't set 1 is
taken)

Question: are there countries with different taxrates for different 
places? If yes, are different rates used in one shop?
