Hiding the content by user-tesconfig won't be possible from 4.2 to 4.7 version of typo3 due to typo3 caching. 
If you are looking for hiding the content for mobile or tab devices you can check the extension http://typo3.org/extensions/repository/view/templavoila_mobile . As of now the extension supports only 4.2 to 4.5 version of typo3
