The discussion has appeared in many lists.
Very short summary:
- TYPO3 is an enterprise level CMS
- enterprise and governments sometimes have strange software policies
- many governments and large companies stick with IE6 and don't allow 
other software on their PCs
- many governments and large companies have employees who build and 
change FCEs and page templates
- Microsoft will drop support for IE6 (together with extended support of 
Windows XP in spring of 2014)

TYPO3 4.5 will support IE6 to the extend that it is fully functional; 
differences in layout are not problematic as long as it looks like a 
professional system.

Correct. IE could have a fall back with a border to prevent the buttons 
from glueing together. Instead of a nice shadow on mouseover a different 
effect (colour change?) could be used.

In IE6 the button text is simply not readable. If that is improved the 
interface looks good enough and is comfortable to work with.
