[TYPO3-templavoila] create copy of fce in other language

This might take some time for me to do (at least one or two weeks), but 
i will look into it. I patched an SVN checkout on a T3 4.4.2 about two 
weeks ago and didn't encounter any problems so far. When i'm done, i 
will issue an RFC with the patch.
