If you plan to use more then 2 layouts per whole site, the answer is: 
yes, FTB is recommended.

Keep in mind that TV uses standard TypoScript and you build objects in 
the same way as in MTB - the difference is at the point of mapping it to 
the HTML template and later choosing which (sub)template should be used 
at the page. In FTB it's much faster and more comfortable to do...
